GE.DI. Gestione Distribuzione S.r.l. was established in 1990 with the aim of providing technical, commercial, and administrative services to companies, individuals, or legal entities, both Italian and foreign. GE.DI. Gestione Distribuzione S.r.l. has its registered office at Via di Fioranello 184 – 00134 Rome (RM).

In September 2017, GE.DI. Laboratorio Metrico was established, hereinafter referred to as the “Inspection Body – OdI,” with its headquarters at Via di Torre Maggiore 17 – 00040 Pomezia. The Body aims to provide a high-quality periodic verification service for measuring systems installed on tank trucks and to optimize the time and costs of the verification activity. The Body operates in compliance with UNI EN ISO 9001:2015 and UNI CEI EN ISO/IEC 17020:2012 (Requirements for the operation of various types of bodies performing inspection) standards and as required by Decree 21 April 2017 no. 93.

The Inspection Body has also adopted an Organization, Management, and Control Model in accordance with Legislative Decree 231/2001, ensuring that anyone who comes into contact with the Inspection Body is aware of and operates in compliance with the Model.

Specifically, the Inspection Body aims to perform periodic verification of continuous and dynamic measurement systems for liquids other than water installed on tank trucks with a maximum nominal flow rate of up to 2000 liters per minute, excluding liquefied petroleum gases, and all related and connected activities.

Activities

Within GE.DI. Gestione Distribuzione S.r.l., a technical division operates as an Inspection Body, accredited by Accredia with certificate no. 175E, performing periodic verification of continuous and dynamic measurement systems for liquids other than water installed on tank trucks with a maximum nominal flow rate of up to 2000 liters per minute, excluding liquefied petroleum gases, and all related and connected activities.

The Body operates in compliance with the UNI EN ISO 9001:2015 – Quality management systems – Requirements and the UNI CEI EN ISO/IEC 17020:2012 – Requirements for the operation of various types of bodies performing inspection standards and as required by Ministerial Decree 21 April 2017 no. 93 – Regulation implementing the law on the controls of measuring instruments in service and the supervision of measuring instruments compliant with national and European regulations.

The Inspection Body has also adopted an Organization, Management, and Control Model in accordance with Legislative Decree 8 June 2001, no. 231 – Regulations on the administrative liability of legal entities, companies, and associations, including those without legal personality, pursuant to article 11 of law 29 September 2000, no. 300.

All activities and conduct of the Inspection Body and all its personnel are based on respect for impartiality as declared in the Declaration of Impartiality.

Operational Context

The Body operates in the market as a service provider related to the obligation imposed by current legislation for those using measuring instruments in their activities to submit their measurement systems to periodic or exceptional verification following maintenance interventions that have involved the removal of legal seals as required by specific approval provisions.

The service management is regulated by Regulation RG-01.

The entities that turn to the Inspection Body are owners and users of fuel measuring instruments installed on tank trucks. Their activity mainly involves the transportation and delivery of petroleum products to the roadside retail points of various companies and refueling diesel tanks intended for heating use. The activity experiences seasonal peaks that are also affected by weather conditions. Clients who turn to the Body are assured that the downtime of the vehicle is limited to the time strictly necessary for operations related to the conformity verification of the measurement systems installed, for which verification is required. The Inspection Body performs periodic verification activities in compliance with current regulations, which set the rules in the procedures for subsequent controls of the said measurement systems.

Users of measuring instruments subject to maintenance interventions that have necessitated the removal of one or more seals, including electronic ones, need to complete the preliminary negotiations for the provision of the service as quickly as possible (maximum 10 days as indicated in art. 4 c. 8 of Decree 93/2017). If this is not possible, they may find themselves temporarily unable to use their instruments without exposing themselves to the risk of sanctions in case of inspections by the supervisory authorities.

The Inspection Body that formally accepts the order undertakes to complete the conformity verification operations within 45 calendar days as indicated in art. 4 c. 16 of the aforementioned Decree 93/2017. The Body carefully evaluates its operational capabilities to avoid any inconvenience to its clients and to maintain a high level of satisfaction regarding the service received.
